This employment opportunity is with the External Relations Division (ERD), which is part of the Oregon Health Authority (OHA). The portfolio for this position can include a variety program policy work related. This position serves as the primary point of contact for state legislators and other elected officials on issues related to this position’s portfolio. The Senior Policy Advisor also facilitates high-level ships with key stakeholders to develop and implement state and federal policy initiatives. This person works to facilitate consensus and reconcile policy and program conflicts with outside organizations. This position reports directly to the Director of Government Relations within the External Relations Division.

What We Are Looking For 

Minimum Qualifications: These qualifications must be visible in your application for consideration. 

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work. 

  • OR; 

  • Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

  • Expertise in Health Policy 

Demonstrated experience developing, analyzing, and advancing health policies, particularly within complex public health or governmental systems. 

  • High-Level Government Relations Experience 

Proven ability to serve as a primary liaison to state legislators and elected officials, including navigating legislative processes and representing organizational priorities effectively. 

  • Strategic Stakeholder Engagement & Relationship Building 

Strong capacity to build, manage, and sustain high-level relationships with diverse stakeholders, including government agencies, advocacy groups, and community partners. 

  • Consensus-Building & Conflict Resolution Skills 

Ability to facilitate collaboration, reconcile competing policy or program interests, and drive alignment across internal teams and external organizations. 

  • Executive-Level Communication & Advisory Skills 

Excellent written and verbal communication skills, with the ability to brief senior leadership, advise decision-makers, and translate complex policy issues into clear, actionable guidance.

  • Ability to manage multiple tasks and effectively manage irate and hostile members. 

  • Must be able to organize and prioritize work to meet deadlines and have flexibility, work demand tolerance and exhibit written and oral communication skills including effective communication with coworkers. 

  • Must be proficient in Word, Excel and PowerPoint. 

  • Case management or advocacy experience, preferably with populations most impacted by health inequities. 

  • Demonstrated skills in organizational collaboration, alternative dispute resolution and/or relationship-based approaches to resolving conflict. 

  • Demonstrated ability to translate individual experience into systems improvement and advocacy .  

  • Demonstrated cultural awareness and cultural humility. 

  • Demonstrated ability to steward relationships with diverse groups. 

  • Strong communication skills (written and oral) with ability to persuade and to communicate complex topics in understandable ways. Demonstrated effective communication with coworkers, OHA leadership, external partners, OHP members, and other members of the public. 

  • Ability to manage multiple tasks and effectively manage and advocated for members experiencing extreme frustration with health systems and state government.

Additional Details 

  • This announcement is for one vacancy, full-time, permanent,  Senior Policy Advisor position (Classification: Operations and Policy Analyst 4 based in Portland, Oregon. Duties will necessitate travel to Salem for legislative engagement—frequently during legislative session, less frequently during other times of the year.

  • Employment is contingent upon a criminal records check that meets OHA criteria at the time of hire and throughout employment. 

  • The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
