Senior Business Analyst responsible for eliciting and translating requirements for a government Generative AI platform. The role covers process mapping, gap analysis, user stories, acceptance criteria, AI guardrails, human-in-the-loop workflows, evaluation criteria, stakeholder facilitation, governance compliance, and documentation. The analyst will work across legacy systems, multi-cloud integrations, engineering, product, policy, and government stakeholders in a secure, regulated environment.
Overview
We are seeking an experienced Senior Business Analyst to bridge departmental business
needs and technical delivery for a Generative AI platform for a UK government department.
This role involves eliciting and translating complex requirements — spanning legacy
systems, multi-cloud integration, and Responsible AI constraints — into clear, actionable
specifications that engineering, product, and policy teams can build against.
Key Responsibilities
Requirements Elicitation & Analysis
Work with departmental stakeholders and subject matter experts to elicit, analyse, and
document business requirements for RAG pipelines, agentic workflows, and their integration
with legacy and multi-cloud systems.
Process Mapping & Gap Analysis
Map current ("as-is") business processes and design future ("to-be") processes that reflect
how AI-assisted workflows will change how internal government users complete their tasks,
identifying gaps, risks, and dependencies along the way.
Translating Requirements into Delivery Artefacts
Convert business and user requirements into well-structured user stories, acceptance
criteria, and process/data flow diagrams that Product, Engineering, and UX teams can act on
directly.
Responsible AI & Guardrail Analysis
Analyse and document the business rules and process implications of guardrails and
human-in-the-loop checkpoints defined by policy/technical leads, ensuring they are captured
accurately in requirements — an analysis and documentation role, not a policy-setting one.
Stakeholder Facilitation
Facilitate workshops and requirements sessions across multiple internal government
stakeholders, managing competing priorities and building shared understanding across
business and technical audiences.
Evaluation & amp; Success Criteria Definition
Work with Product and Engineering to define measurable success criteria and evaluation
benchmarks (e.g. answer quality, retrieval accuracy, process efficiency gains) that link
business objectives to technical evaluation metrics.
Governance & Standards Compliance
Ensure requirements and business cases align with the GOV.UK Service Standard and
departmental governance processes, supporting evidence-gathering for service
assessments where required.
Documentation & amp; Handover
Contribute requirements documentation, process maps, and rationale to "Docs-as-Code"
artifacts supporting the OKUA knowledge-transfer framework, ensuring internal government
engineers can understand why features were built as they were.
Required Skills & Experience
● Demonstrable experience as a Business Analyst on complex, technical digital
delivery programmes, ideally involving data-intensive or AI-assisted systems
● Strong requirements elicitation, process mapping, and gap analysis skills, with
experience producing clear, unambiguous documentation
● Experience writing user stories and acceptance criteria within an agile delivery
environment
● Ability to work across legacy and modern/multi-cloud system landscapes,
understanding integration constraints and dependencies
● Strong stakeholder facilitation and workshop-running skills, with experience
managing multiple, sometimes competing, government stakeholders
● Comfortable working within secure, regulated environments and handling sensitive
data appropriately
● Excellent written and verbal communication skills, able to translate between business
and technical audiences
Desirable Experience
● Experience analysing requirements for LLM/RAG-based products or other AI-
assisted decision-making tools
● Experience delivering digital services within UK central government or the wider
public sector
● Familiarity with GOV.UK Service Standard expectations and service assessment
processes
● Experience defining or analysing human-in-the-loop or escalation workflows
● Familiarity with AI/ML concepts or tooling on AWS, Azure, or GCP
