Business Analyst

Role Overview

We are seeking an experienced Business Analyst to provide comprehensive business analysis services for complex business and technology initiatives. The successful candidate will work closely with stakeholders and subject matter experts to gather, analyze, document, and validate business requirements while supporting organizational transformation and modernization efforts.

Key Responsibilities

• Provide business analysis services for diverse business and technology initiatives.
  
• Collaborate with stakeholders and subject matter experts to understand business needs and requirements.
  
• Gather, document, analyze, and validate business and system requirements.
  
• Lead and conduct business analysis activities to assess business problems and opportunities.
  
• Document requirements to support the development of technology solutions.
  
• Apply business process re-engineering concepts and identify opportunities for service improvement.
  
• Lead business analysis activities throughout project lifecycles using established project management and systems development methodologies.
  
• Develop strategies, business cases, cost-benefit analyses, and feasibility studies.
  
• Facilitate requirements gathering sessions including interviews, workshops, JAD sessions, and other stakeholder engagement activities.
  
• Create and maintain documentation including business processes, business rules, use cases, user stories, acceptance criteria, and process models.
  
• Develop current-state ("As-Is") and future-state ("To-Be") process models.
  
• Conduct business modeling, process mapping, data flow modeling, and requirements analysis activities.
  
• Monitor progress, identify and resolve issues, and provide status updates to stakeholders.
  
• Develop performance measures, traceability matrices, and conduct follow-up evaluations.
  
• Prepare reports, presentations, recommendations, and briefing materials.
  
• Identify and communicate risks, issues, dependencies, and impacts.
  

Required Qualifications

Functional Skills

• Experience eliciting, analyzing, documenting, and validating business and system requirements.
  
• Experience facilitating stakeholder interviews, workshops, JAD sessions, and requirements-gathering activities.
  
• Experience documenting business processes, business rules, use cases, user stories, and acceptance criteria.
  
• Experience developing current-state ("As-Is") and future-state ("To-Be") process models.
  
• Ability to identify business needs, process improvements, gaps, risks, and opportunities.
  
• Experience supporting business process re-engineering, transformation, and modernization initiatives.
  

Technical Skills

• Proficiency with Microsoft Office Suite, Visio, Azure DevOps, Jira, or equivalent tools.
  
• Experience working within Agile, Scrum, Waterfall, or hybrid delivery environments.
  
• Experience creating process maps, workflow diagrams, and business models.
  
• Understanding of application development lifecycles, testing, implementation, and change management processes.
  
• Knowledge of UX principles, accessibility requirements, and service design methodologies.
  
• Experience using Computer Aided Software Engineering (CASE) tools for documenting requirements and scope.
  

Communication & Stakeholder Management

• Strong verbal, written, presentation, and facilitation skills.
  
• Ability to communicate effectively with technical and non-technical stakeholders.
  
• Experience building consensus and managing stakeholder expectations.
  
• Strong organizational skills with the ability to manage competing priorities and deadlines.
  
• Excellent analytical, problem-solving, decision-making, interpersonal, and negotiation skills.
  
• Proven ability to work collaboratively in a team-oriented environment.
  

Preferred Qualifications

• Experience using information retrieval tools and packages.
  
• Knowledge of Information Management principles, concepts, policies, and practices.
  
• Ability to translate business and data requirements into technology solution specifications.
  
• Experience with business analysis methodologies including business functional modeling, business event modeling, and business process mapping.
  
• Experience working in structured, object-oriented, and Agile environments.
  
• Knowledge of accessibility standards and related regulations.
  
• Experience working within complex organizational environments and approval processes.
  
• Experience supporting public sector stakeholders and subject matter experts.
  

Work Arrangement

• Hybrid work model.
  
• 5 days onsite as required by project needs.
